Look at the tips of shoots and see if they are setting buds. If so, I would wait until after the first flush of bloom to prune. That way you have a longer blooming season. You can take canes back individually as soon as each has bloomed out. But it won't hurt the plants to prune now if their shape is bothering you.

I've cut them back although not as much as I would have liked. The stems aren't enormously thick (about half an inch in diameter) and have leaves appearing all the way down so I've chopped back from eight foot to about five foot. There are still leaves so fingers crossed! I am hoping they will bush out. They can't look worse than they did anyway. If not, well this is England, the things grow everywhere so I'm sure we will find new plants popping up somewhere else!

It is not too late, the best timing depends on how much your new primocanes have grown this year. I remove the top foot of mine when they get about 7 feet tall. This can occur here in May, June, or even July.
