Roots sprouting at soil level

A fair percentage of my 2 month old seedlings have started sprouting what looks like roots right where the soil level touches the main stem. That is, they are sprouting just above the soil, not in it.

I haven't noticed this in previous years. Is it normal? Causes?

Varieties are Marconi Red, Asian Hot, Anaheim, Aji Norteno, and I think my Hungarians are starting to do it.

I'm using a low strength organic liquid fertiliser during watering.
