The yellow is probably a soil minerals problem - perhaps involving the mineral content of your irrigation water - and the new growth is mildewing. I've seen the same mildew effects on 'Carriere' in my area. Where we have a marked falling off of rainfall in summer in combination with dewy or foggy nights developing later in the season - a perfect combination for the onset of foliage mildew of susceptible plants. So if your climate situation has any similarity that could be why you are seeing mildew. Also if there is a concrete building foundation right next to your plants that could be absorbing moisture, even though you are watering. Enough to predispose the planting to mildew (genetic susceptibility + drought stress + damp leaves = mildew).

I have never heard of cutting back a bare root rose at planting unless there is some dead cane to be removed. Pruning of any kind always stimulates TOP growth, not the roots. You can leave all the hips on you want. The rose will not go dormant. It will continue to put out growth until the weather stops it. I've left hips on from the spring flush in June and the rose continued to grow and bloom right through until October. New Dawn is such a growth monster that I can't see any purpose in disbudding it. The roots are growing, count on it! Roses, climbers in particular, will not send up more cane than their root system can sustain. Hence the saying for climbers, first year sleep, second year creep, third year leap. Those first few years that it seems to not be doing anything it is in fact building a big enough root ball to be able to push nutrients up those long canes you're waiting for. Once it feels it has sufficient roots to do that it will begin to climb.

Oooooh! She is beautiful with that red rose! Does she have room to grow out away from the railing, ie she’s not right in a walking area? If she does, then she is probably fine. Mine is on her own roots and is extremely disease resistant. She isn’t getting all that much water either so she seems very adapted for a hot dry climate. You could tie some of the canes up and then horizontally on the railing. Also a few could be trained to wind around the post. I have seen some incredible pictures of her with blooms all along the canes. while some roses ( I’m looking at you Paul Neyron) want to only bloom on the very tip of the cane. She should bloom all along the canes once established, which would be gorgeous along that white railing and maybe even up the post.

I am in Flower Mound and have a variety of jasmine to trade. I am specifically looking for light pink/dark pink Damascus rose which is highly fragrant and is used in making rose water. I also love English garden roses that are highly fragrant. If its climbing rose, all the better. Other items in my search list are Brugmansia, Oleander and Clematis. If Damascus rose is available in local nurseries, I would appreciate that tip as well. Thanks
