Evergreen ground cover that's good in slightly alkaline soil

Hello!

Does anyone have an experience with evergreen ground cover for zone 4 in slightly-moderate alkaline soil (depending on the location in the yard). I've planted a few shrubs to this point but none have really taken off. Some died and some are still just a few inches bigger than when planted.

We live in Powell and get little moisture in the winter so maybe I didn't baby them enough through the winters to this point.

We have a lot of ground to cover, so I'm looking for something that really spreads in full sun and isn't expensive.

Any input would be appreciated! Thanks! Tina
