Wilma Disaster - Need to re-plant broken limbs

Luckily for me Wilma didn't really make it to central Florida - but the winds broke 2 limbs off one of my tallest Plumeria (top still about 5'). The breaks were quite clean on both. I have never replanted these before - so I saw that I should get 'rooting hormone' first, and then I can put them in a soil mix. Should I remove the leaves and flowers from these limbs first? I was on Plumeria 101 and am not sure how tall the cutting should be - but got the basic idea of what to do from their site. So - any ideas on a rooting hormone and any suggestions on salvaging these limbs as new plants?
