Roots growing out of the pot

What should I do about my plumeria with roots trying to grow/escape out the bottom of the container (black plastic). I noticed a couple of weeks ago a white-ish fleshy clump sticking out of the drainage holes. I broke it off, but now they are growing back. The pot is about 14 inches deep and about 12 inches in diameter, with the plumeria about 4.5 feet tall (3 branches). When I dug it up last fall I noticed it rapidly grew an extensive root system, and the little guy is trying to do it again through the container.

I'm not sure what a knowledgeable plumeria person typically does in this case. Would you re-pot into a larger pot next spring? Would you root-prune it when you put it up for the winter's nap? Would you prune back the branches and the roots to try to contain it in the same pot? Would you risk damage to the plant by continually nipping off this excess root growth, or try to cover them with a little soil?
