Growth of new grafts (apple & pear)

Some grafts show considerable shoot growth, others barely any. How come?

As examples: A Stayman Winesap on my semi-dwarf Liberty apple has put on 24 inches since grafting in April. But a Greening on the same tree has merely sprouted several leaves from each bud.

On my Gold Spice pear I have a Flemish Beauty that put on one inch last year, and has added perhaps two inches this year. The same tree has two grafts from the same parent ("Frost", a local variety) one of which is reaching out a couple of inches while the other is just leafy.

Should I be pinching back any excess leafy growth?

Is a puzzlement.
