A Thousand Peppers, None Ripe

Hey All! I love hot peppers (obviously, since I am here!)and I have a question. I have the following plants in my garden and they have SOOO many peppers on them but non of them are ripening. It's been a ridiculously hot summer here in the Allentown area with just enough rain to keep me from having to water. Shouldn't SOMETHING be ripe by now? Even my Tomatoes and Early Jalapenos are still green. I have the plants about 18" apart but they are GIANT and growing all over each other. Is over crowding possibly slowing the ripening? I did this a couple years ago with success at a different location (same zone though). I don't recall waiting until August before I got my first harvest.Sorry if this has been answered (I did look!) Thanks in advance!!!
