Small bugs in soil

In the past week or so, I have noticed several small (~1cm) worm/grub-like insects in the soil (primarily in my Fatalii, although they exist in others as well). Since noticing them, the leaves on the Fatalii plant have been rather wilted, although the peppers are continuing to grow. Are these bugs natural? I understand that insects are good for growing plants, but it seems like these might be sucking nutrients from the soil that the plant needs. What would be the best way to handle these?
