Pepper plants look sad all year round

I am new to this.

It is near the end of winter here and I have to decide what to do with my pepper plants. They look sad all year round, no matter what I do. Fruit usually small, however there were some surprises during the season. I need to know what is wrong with them. Can I save them? If it is in the soil, is it possible to correct it?
If not, I will start over in some other area. Then I need to know what to avoid.

Tomatoes next door did well during the summer. The same goes for the aubergines, in the same area.

I include one pic, for starters.

Any advice will be much appreciated.
