Pepper plants dropping fruit . . . why?

I planted my pepper transplants the first week of April. They seemed to be doing ok (despite the leaves being munched by various bugs) and began producing lots of flowers. Several were fertilized; one plant had about 5-6 tiny peppers, about the size of a pea. Over the course of a week or two, they didn't get any bigger. Yesterday I noticed several had fallen off where the little stem (that holds the pepper) meets the main stem. They just dropped off. I don't think the drop is insect-related.

My plants aren't huge, not more than a foot or so tall. I thought this might be part of the problem, but over the weekend I noticed some pepper plants at the nursery, still in their cell-packs and not more than 8-12" tall, had mature peppers on them. What gives?
