lg soft white masses on rose stems

Please help me ID the bugs in the following picture of clusters of soft white masses attached to rose stems. They have linear ridges running the full length of their bodies and a red "stripe" near their attached end. They range in size from less than 1/4" - about 1/2". They don't move. There must be 50 or more attached to the leaf stems of one of my rose bushes. If they're beneficial, I will leave them alone. Thank you!
