The Invisible Killing Machine

What started out as an rewarding experience for me has turned into a virtual nightmare!!! I dont know what I am doing wrong but my pepper plants are dying one after another. I initially started out with 5 healthy pepper plants that were raised from seeds and were doing fine back in march. About 6 weeks have come and gone and they are slowly dying off. They have grown some in height but dont look as bushy as they should. The outer leaves are turning to white ash and then fall off and die. I have used the SAME potting soil (PRO MIX) used over and over.

Should I re-plant into new soil? I have noticed crawling bugs in the past but not in great numbers. I have sprayed the plants with SEVIN spray and that has been about a month ago. The bug problem seems to be gone away and is prob the least of my worries. I have sufficient lighting for my remaining 3 plants but prob need more heat. I have cut my water down until the soil starts to crack. Here is a picture of the invisible killing machine.
