Plumeria Flying Bugs

Hey Guys / Gals

I'm have a plumeria indoors, and i have noticed that the leaves are getting "splotchy" pieces all over them. When I water the plant there are a whole bunch of nasty little flying bugs that come out of the soil. I have looked for webs as i have read through some other forums and I didn't see any.

I have tried an insecticide soap from Home Depot, and it turned my leaves brown and my plant looked anything but healthy. I have also put in the little sticky pads that are for catching flies, and in about 1 week all 6 pads were full of them.

I keep putting those sticky pads in, but they aren't doing a lot. And now they have got into my other indoor plants...

I have heard about putting cigarettes in a bucket of water and letting it soak for 24 hours and using that on the plant, but I don't want another repeat of nearly killing my plant again.

Any help would be greatly appreciated!
