cycad revoluta pot

I have a six or seven year old sago palm I bought from Costco. It appeared to be in great shape. It had but one set of leaves and they were nice and green. I have potted it in a mexican "froggy shaped" pot that is about 12" tall. The plant is outside in Tucson Arizona and gets about 3 hours of afternoon sun that can be pretty hot. I use 3 moisture meters to monitor the water in the pot.It usually registers a medium damp reading. After a month it has finally registered a reading (3) that would indicate that it was time to water it. The problem is that the leaves are slowly turning light brown. Could the sun be causing this or a lack or manganese? I have some "Sago Shot" slow release fertilizer. Should I use it when I water the plant.
