What's eating my Cycad Revoluta

Last year when the new fronds appeared, they were suddenly attacked by I know not what, leaving the ends of all the little leaflets brown and dry.

When the new fronds appeared this Spring, I was pleased to think the new ones would hide the ugly ones of last year. Yesterday I went out to gloat over it only to find this lot have gone the same way.

There are a lot of little bluey/grey moths/butterflies around it, but I can't see any caterpillars or anything else munching it.

I notice a lot of cycads around here have the same problem.

Help please?!
