Is it time to give up on these?

On March 13, I sowed six seeds each of Anaheim, Cayenne, Greek Pepperoncini, Guajillo, Serrano and Tabasco. Within ~10 days, six Guajillo, five Serrano and six Tabasco were up.

On March 27, I tried "Byron's World Famous Tea Recipe For Starting Seeds" from the FAQ on six more Anaheim and Pepperoncini seeds and the last four Cayenne seeds.

On April 1, one of the Cayenne seeds germinated, which I potted up on April 2 (with fingers crossed). Most of the rest of the Anaheim and Cayenne seeds are squishy now, though a couple still are firm. None of the Pepperoncini seeds even swelled up.

All seeds are from trades from this year, but I don't know when they were collected. I'm using a seedling heating mat and humidity dome (cracked partly open). The temp stays pretty steady at 80-85 degrees, according the min-max thermometer, anyway.

Is it time to give up on these, or am I being too impatient?

Thank you!
