Indoor vegtable problems

I have a small container garden in NYC, (inside but with wide open windows) and nothing is thriving this year. I know I have a big whitefly problem, but I think there is something else going on, from what I have read I think it is a potassium defiency, but using a fertilzer weekly with a high potash content isn't helping. Could anyone help identify what is happening to these tomato's? The lower leaves get yellow spots, then they start to turn brown from the outside in. (In addition the carrots are almost totally brown and the basil is also turning brown. Various types of hot peppers seem to be the only thing not having problems, but very few flowers are setting.)For the whiteflies, I have been using insecticide soap and am about to start with neem oil. Yellow sticky traps don't seem to catch them at all, I have seen them land and take off on them.

Any advice would be greatly appreciated.
