Ground cover for moist soil over septic lateral lines

I want to know what I can use as a hardy ground cover over septic lateral lines that will choke out the thick bladed grass that grows there now. The area gets full sun, has a continuous water supply, and is swampy after heavy rains. The rooting system can't be too deep (again, lateral lines). I'd like a perennial that is colorful, showy, spreads easily and quickly, but isn't too tall. Basically, low maintenance. This is for a field on a corner lot, so I'd like it to looks good. OK you experts, give me your best ideas!
