Inflorescence keeps drying up and falling off

I have had two (going on 3) inflorescence dry up and fall off over the last 6 weeks or so on a 5ft tall potted "Don Ho" Plumeria in full sun. Seems like it gets to the point where the flower buds start to form and then they just fall off and callus over. Anyone else experienced this?

I root pruned and transplanted it into large (maybe 20-25 gal) plastic pot in March. 8-10hrs of sun daily, receives water via irrigation system and hand suppliment every 2-3 days. leaf structure looks healthy (no yellow), visible insects were a few black ants on the inflo which got hosed off each time seen, trunk and branch structure looks healthy.

I have a Celadine Plumeria about 15 ft away with full blooms but perhaps slightly less afternoon sun. My first thought is to increase watering.
