Clematis armandii -new growth yellowing

I have a 10 year old Clematis armandii that goes between thriving to struggling. Recently I noticed the new growth (primarily the part underneath and covered by older growth) is yellowing rather excessively. Although we are in a drought I water regularly. I fertilize primarily with fish emulsion and seaweed tea and distribute granular twice a year. I did notice what I thought was evidence of gopher activity but not on a regular basis and no plants around the clematis have been affected. I poked around the soil today and discovered what I think is a gopher tunnel, so I placed a trap. Could this be the cause of the yellowing leaves?
