brown spots on ends of leaves

Hi

I hope someone can help me identify this - It starts out small every spring and before you know it its all over my buddleia, phlox, echinachea and BSTs. At this stage I don't see any insects, and the spots are only on the ends or in the "throats"of the leaves where they join the plant stalk. Later I might see very shy (they hide under the leaves as soon as i get near) soft bodied red bugs the size of dog ticks. It doesn't affect the flowers too much but the foliage is all spoiled - spotty and curled. I don't like to use chemicals if I can help it but I don't want another infestation either. Can anyone tell me what these are and how to get rid of them?
