Bolivian Rainbow and Cayenne Health (Pics)

Hey guys/gals.

I have two questions I was hoping I could get some help with.

First, I have three cayenne plants. Two of those plants have some sort of growth on the leaves that looks like someone sprinkled sugar grains all over it. On further inspection, the grains are actually part of the leaves. I have checked all of my plants and have always checked for insects, and there are none, even with closer inspection with a magnifying glass. I don't think that overwatering is a problem, because I typically wait until the plants begin to wilt a little bit to give them water.

I also have three Bolivian Rainbows, all with browning leaves at the edges, and the leaves look unhealthy in general, and the leaves never have pointed tips... always rounded and curled. Again, no parasites, and overwatering is not really an issue. What else could be causing this? I have checked the pH of my soil an it is spot on. Here is a pic:
