What's eating my burning bush (worm)

Hi

I just found these thing on my baby burning bush. I think I picked off all the damaged parts but I'm not optimistic enough to think that I got them all.

Tiny 1/4" greenish-beige worms with dark head, chewed-up leaves end up curled and covered in a sticky web. This isn't the same worm (whitefly?) that used to eat my creeping jenny and columbines - that one didn't have webs and was more green.

Brand new bed, shrub planted last fall - only about a square foot in size, otherwise healthy.

There is a large abor vitae hedge nearby. Other plants are not affected, but my cherry tomatoes are very close to this shrub.

Any ideas if this is a problem?
