needle palm, what happened?

last spring I planted two needle palms in southeast Ohio. Zone 6. I built a plastic shelter over them for the winter and they both looked perfect come spring. Not one bit of winter burn, nice and green. I had treated them both with copper based fungicide in Nov. and Jan. but never had any problems. They've been uncovered about a month. Now, I noticed one of the spear leaves on one tree withered and pulled out esily, it seems to have rotted off. The other palm has multiple stems and one of the spear leaves on it did the same. I just treated them again with copper based fungicide/bacteriacide. Any suggestions? Is the one that lost it's spear leaf a duster or does this sometimes happen? The rest of the foliage looks fine. thanks Todd
