What cuts off corn seedlings at the base?

Last week I planted 40 seeds of late season white corn. Most of them came up, but today many of them have been cut off at the base. The rest of the plant is there, so it isn't like a rabbit or deer or mouse ate it. It's just cut off. I didn't know cutworms bothered corn. Do they? Or is this some other culprit like a corn version of damping off?

Should I rush out and put some sort of cut worm collars on them? I planted another packet of corn seed.
