Improving poor soil

Taking suggestions for soil mixes or composts that will:

1) improve soil in front yard which is 90% covered by a high Doug Fir canopy, meaning the plants there both get a 1/2 day of sun yet face very dry conditions due to root competition from the Firs and the drying effect of the fir needles which drop every autumn

2) a good soil for starting a small garden, intending to grow primarily greens like lettuce, spinach & herbs, possible broccoli & potatotoes. I will not attempt to grow any "hot weather" crops like tomatoes or peppers, as the site only gets up to 6 hours of morning sun in summer, maybe 4 in winter.
