Once again, a trip to a good local nursery should provide you with many choices, specially at this time of year when many of these places feature fall planting sales.

You could consider a collection of dwarf conifers, which offer a wide array of shapes, sizes and foliage color. Broadleaf evergreens I particularly value for extremely low maintenance and all around good looks are Viburnum tinus 'Spring Bouquet', 'Newport Dwarf' escallonia, various nandinas, Cotoneaster glaucophylla, Euonymus japonicus var. microphylla (boxleaf euonymus - assorted variegated forms to chose from) and hebes, but there are scores of others.

And there are many deciduous shrubs that offer stunning fall color or late season blooms. Most of these will not offer too much interest during winter but twig dogwoods are standouts and oakleaf hydrangeas generally hold their richly colored fall foliage well into winter.

Some perennials are evergreen, a familiar example that is good for winter color is bergenia. There is a list of evergreen perennials in the back of 'Perennial Garden Plants' and at least a few other books.

I've long been tempted to try cryptomeria, considering our current string of milder winters. Some varieties take on a burgundy cast during winter.

Cryptomeria are not tender.

Sananqua Camellias and Viburnum bodnantense are our favorites for winter flowers.

That should have read Sasanqua!

It doesn't address your bigger problem but if you just want a shot of winter color IF you are careful about keeping them deadheaded you can often (not every year, but most, particularely lately) keep pansies blooming throughout the year in Portland.

And they help give you that English Garden feel and populate empty flowerbeds quick while you are deciding what to do in the long term (and cheaply enought that you don't feel TOO bad when you decide what to do and replace them)

You seem to be asking for evergreens, but something that looks good in winter and takes full sun is Salix purpurea
"Nana'. I call it my monster plant because it is vigorous
and begs for trimming during the summer--but i love it's summer look--multicolored and dancing in the breeze, but it also provides colorful winter twig structure.

Heathers are another good option. They like sun, and if you choose the variety carefully can bring early spring, almost winter flowers.
