Attack of the Killer Weed Trees - identification and control?

Greetings to everyone! I'm writing from Stillwater, where my yard - and worse, flower beds and gardens - are under the worst assault yet from saplings of some kind of "weed tree" which I think is trying to take over and create a forest. (When I first bought my house in 2003, they grew in my neighbors' yards but not in mine; they've gotten more aggressive in the meantime!) I'm originally from the northeast US, so I don't even know what kind of tree it is - it reminds me of a willow, with ordinary small aristate green leaves and no flowers, and they grow VERY fast. In a few sheltered spots, they've even grown in my chain-link fence, with the wood growing around links and swallowing them up.

My big problem is how to get rid of all the saplings. If I cut them off, they just grow multiple new shoots from below, and of course they also keep popping up in new locations via what I assume are runners. Does anyone have experience with these monsters? Thank you!
