lawn/conversion

I have a number of small trees and shrubs I've planted in my side yard, and would like to convert the area under and around them to little bluestem. I tried something I read about and mowed the lawn as short as the machine would cut without stalling, used a weed wacker to scarify the turf, and put out a couple pounds of little bluestem seed just before a snowfall last winter. I know the LBS is very slow to show up from seed, but there was no trace at all it was there, the lawn grew back, and now this fall there is no tell-tale color to show and sign of LBS. The turf grass won't sustain a burn, and letting it grow tall enough to burn and then trying might fry my whips. Any ideas?
