The white part is what remains after the flower has bloomed. If not look at green flowered plants. If you could focus your picture and enlarge the upper right corner you will see more plants that not as far along.

It certainly reminds me of ruellia, perhaps Ruellia caroliniensis.

The remains of the flowers look exactly like those on the Ruellia carolinensis (wild petunia) in my garden. The leaves are right, too. I won't guarantee that it's Ruellia carolinensis (there are several other species I'm not familiar with), but I'm quite sure it's a Ruellia.

Uh, I think you're right, my bad. I thought I had discovered something unique there.

You did discover something unique and better yet asked about it. You had never noticed it before and by posting allowed others to look. I have never seen this plant in bloom only in this condition. Now I can look to see when it blooms so that I can see the flower.

I keep a list of flowers I've seen and when they bloom:

flower list

According to my list I start seeing blooming wild petunias in July on the river, and they keep blooming for a good while, into September.
