Need some advice re: a manmade hill

I'm in zone 9 of Louisiana, recently purchased property that my new neighbor use to tend. He had our ditches dug out and had the dirt piled onto my property leaving me with a man made hill approx. 8 ft. tall and about 30 ft. around. Since I plan to use permaculture philosophy on this property, I was wondering what would be the best plan for this hill? I'd like to plant it in butterfly/bee attractive plants, but wonder if they would survive that hard packed soil. I'm a college student w/limited funds. I really cannot hire it torn down or even do it myself..too big an undertaking. Any suggestions what to plant on this thing? Right now, it's covered in weeds. I'd like to stick with native plants and/or herbs since I like herbal remedies as well as permaculture, or would anything survive and my only alternative is removal of the hill.
