Rehabbing land for native plants - stilt grass

I'm currently trying to recover a piece of long-neglected land, and am simply appalled at the degree to which invasives have devastated forest land in VA. There are some bad customers - ailanthus, garlic mustard. But the 600 lb gorilla is Japanese stilt grass.

Is there any strategy that works for recovering land from JSG for the purpose of restoring native plants? I pull and spray and pull that stuff, and it always seems to come back nearly as strong. Any clearing I do to put in natives ends up full of invasives like JSG nearly immediately. I can't spray all of it because it will grow underneat the herbacous canopy of forest boundaries (under stuff like wingstem).

Japanese stilt grass is the penultimate scourge of Virginia. What an evil plant....
