Hard to say without a picture, and without a description of the shape of the flowers, but look up "crocosmia" and see what you think.

Does anyone know why established orange poppies for 18 years would all of a sudden not come up this year?

Any info would be appreciated.

They rotted in an extremely cold, wet winter?? Or, maybe that is their life expectancy? You can research that. I found out that most redbuds die after 25 years, and many perennials are short lived, although most of these reseed. I originally thought plans lived much longer, but they are all different.

Crocosmia x crocosmiiflora is a good guess - seems very likely to be the plant.
