help me ID this flower?

I took this picture of what I think is a wildflower in Northern California, at about 3500 feet in the mountains. I would like to identify it, but I have no idea where to start. Any thoughts on what it might be, or even what kind of flower it is? Thanks a lot for your help -

Penstemon. Possibly P. speciosus.

Thanks, rugbyhukr, for answering so quickly. I didn't think it looked like the hydrangea I got for Mothers Day. I looked on a hydrangea website again and found the "lacecap" hydrangea. I guess that's it.

Jeanome, (although all of the plants pictured are frost-tender perennials,) when they sell flats of annuals, the New Guinea Impatiens usually appear at the same time, but sold individually in 4 inch pots or larger. Also often part of a mixed display already assembled in a larger pot. Probably around March 1 where you are. Flora, TY! The more I learn about Begonias, the more I realize I don't know much. They are such a huge and complicated bunch.

There are lots of Penstemon species, most doing very well, once established, in very dry, rocky soils. They start readily from scattering the seed in the flower bed but may take two to three years to flower. They make a attractive addition to the flower garden.

I have found that the white-flowered species are short-lived, at least in my garden.

I love Penstemon. I wish I could find something like that in the "wild" of Oklahoma!
