Critters eating young plants

I have several native IL plants I just put in, and found that something has eaten the prairie dock. They also root around in the tree bark and cover the little plants like Pussy Toes. Without putting in a fence, is there a way to deter them? I am guessing squirrels, bunnies, and/or gophers.

I have used mothballs before, but not in native gardens. I don't want to DIScourage birds and butterflies.
