Dust catcher

In an act of sheer cruelty, the county came thru and took up the blacktop road on which I live and replaced it with gravel, providing us with a perpetual cloud of dust in which to live. I live on the north side of said road, so the steady south wind blows the dust all over everything. I'd like to know what I can plant along my roadside fenceline and also near my house that will grow into a good dust catcher. We have clay soil, so any bush/tree has to be able to survive in poor conditions. Thanks so much.
