I grew a half pound (0.225kg) of this variety obtained from Big John. 75% of the resulting bulbs were greater than 2.5" (6.35cm). Planted in raised beds with 6" ((15.25cm) spacing between plants. I am in north central Virginia (USDA zone 7b). Cloves were planted in early November 2015 and harvested July 10,2016 (today). Soil was sourced from local landscape company one month before planting. Soil was rich in organic cow manure. After planting, bed was mulched with aged straw. Majority of mulch was removed in April 2016 and light side dressing of dried organic fertilizer was added between plants. Hardneck scape development was evident in mid May. The scapes were removed in mid June. 24 bulbs to the yard! This appears to be a Rocambole hardneck garlic variety as the seed source noted. Tom Gregory, N4NW

I have yet to grow a member of the allium family that was not closely attuned to changes in photoperiod (day length), thought it appears that plants count dark hours more than light ones. Late or off-season planting can set them behind, but no matter what you do they are gonna respond to cues from the heavens in late spring, when days are more than 14 hours long. Short-day strains will respond first, long-day strains last. They will bloom, bulb, bunch, or all three. The wild garlic is just having fun with you right now. In spring it will show much more vigorous growth, because the corms on the outside of each established plant's roots will also start to grow. In my garden the base of the plant is often ten inches deep, so seasonal growth changes are probably as much about soil temp as anything else.

Right - if the foliage is round it may be garlic chives which is weedy in my garden, since I let it self sow some years ago. Native wild alliums are also round leaved for the most part. Those are not a garlic, rather entirely different species of Allium. You actually have to dig those out if they takes root; they break off and then resprout if you just try to pull them. Anything that self sows to seed on its own in your garden, is almost certainly not going to be garlic, and you should be able to separate the different growth habits when they show up. If your "wild garlic" is really garlic then you have volunteer of some previous gardeners escapes and they may well be worth saving, but you should also have seen those standing out last summer. They very likely will come up in clumps and bulb out very small, even probably sending up flower scapes, which your first year bulbils should not do. There really is no such thing as true wild garlic that can be confused with our cultivated varieties anyway, not in this country. There are some ferals of true garlic, but they will never seed; and so are relatively shortlived if you cultivate you garden at all carefully. Do not trust the color of your rounds to be like the color of the bulbils, or even be the same themselves from year to year. One more thing, it often pays to plant bulbils in sterilized soil in a large pot the first year. No question then of what you have, provided only that you are careful with the labels. Then you will also have one more year out of the cycle with no contact with soil borne disease.
