I order bulbs and bare roots, and a lot of the suppliers time their deliveries so they arrive at the best planting time for your area. I live in the Washington DC suburbs, so mine usually arrive sometime between the last week of March and the first week of April.

Ideally, I plant them right away so they don't dry out, etc. or at least by the beginning of the second week in April. I usually start planting outdoor seeds at about the same time.

You should be able to do that. I've had sucess with transplanting some flowers and vegetables; tomatoes, peppers, violets. The only thing you have to worry about is hardening them off.

You'll probably want to start the seeds right away since you're running out of time. Once the seedlings are about 4 inches tall and have at least 2 sets of leaves, you can start hardening them off. It usually takes two weeks or so to harden them off.

Take them outdoors during the day in a shady area with some wind protection when the temperature is above 45-50 degrees. Each day you should increase the time they're outside and expose them to a bit more sunlight.
