It does not look like a mugwort (Artemisia vulgaris) as I know it, but I agree that it does seem to be an artemisia. As saltcedar says, they can be aggressive. Mugwort (A. vulgaris) is a pretty tough one to deal with at my place. They spread readily via stolons - underground stems/roots. If you keep it contained, it will help you to manage its spread. Surface sow or barely cover the seed, some light may be beneficial to germination. When surface sowing, its good to press the seed onto the soil, or mist it down with water so the seed makes good soil contact. It looks like germination of these is erratic, meaning not all seeds will germinate at the same time. The number of weeks could be highly variable, taking from less than a month after temps warm slightly from the moist chill, to several months. If you have a spot with bright indirect light for the pots, place them there.

I agree the problem could be with roots. I wonder if voles eat Tradescantia? They were the culprits that progressively wiped out a bunch of my perennials in the front garden, like Echinacea, Baptisia, helianthus 'Lemon Queen', all the Sedums, Salvia 'Black & blue', a few Hostas, and many of the Phlox paniculatas. Also, almost all the bulbs except Daffs. They would yellow and look progressively worse, as the voles destroyed the roots. If voles do eat Tradescantia, that might be a case where they're doing the gardener a favor!

Fran really I had NO trouble with either of them. I just use a shallow pan or plastic shoe box and sow on the surface and cover with vermiculite and mist daily I had them both to germinate within 7-10 days. I have grown many times.
