Sure looks like a Salvia (the scientific term for sage). You might look at the species found to occur in Texas.

Pretty sure it's cedar sage.....looks like it may even been growing under juniper/"cedar".

Common name is from its affinity for the shade of "cedar" trees. It's a good shade/understory plant. Ours is growing under a dwarf peach. The following NPSOT article provides more background.
