which is the best way to cold stratify J.M.Seeds?

I know that japaneese maples need a cold stratifing period before being actively growing in spring.

My question is the following:

Is just enought to put the dry seeds in containers like baby food jars with lids in the fridge without any presoak and any other moisting agent for 3 months and than soak them for two days before to sow in spring or is best to soak them before to start the cold stratifing perioud for two days in warm water and let them to stay moist in the jars with sphagum moss for 3 months and sow them in spring as soon as they start to grow the first root tips?

Why dissectum seeds are more difficult to germinate?
