Hydrangeas won't bloom

I hvae three hydrangeas on the west side of our house which is in perpetual shade. Maybe in the afternoon a couple of hours of dappled sun will reach them. There are but a few blooms that appear on them. the foliage is healthy looking but the plants never get over about 3 feet high.

I think maybe they are not getting enough sun. Should I move them?

Is fall a good time to move them or do I need to wait until they are dormant?
