Starting New Plants Question

I am on the Western side of the State of Washington - known as Puget Sound. Is it too late to start cuttings now? The stems are not exactly hard - but are not as they are in the early spring. I have Rootone powder, and know to use a plastic bag and trim the leaves and hold the sack upright, but am wondering if I should bring any cuttings indoors for the winter, watering sometimes, and then plant outside in the spring - OR - grow them in pots. When would I feed them? Any help would be appreciated. Thanks, Donna
