It's definitely some type of fungus. For the next planting you shouldn't plant in the same place you did this year (or for a couple years afterward). Keep the clean, fungus free bulbs and before you plant them, you might want to try presoaking your garlic to hopefully kill the fungus or disease. The following directions are from wegrowgarlic.com (link below): "A few years ago we also started pre-soaking our garlic as recommended by Bob Anderson of Gourmet GarlicGardens as an added precaution against pests and diseases. We soak all of our seed garlic before planting whether it's our own seed stock or newly acquired planting stock. Basically what you do is soak the cloves overnight in a solution of one tablespoon of liquid seaweed, and either one heaping tablespoon of baking soda, or one tablespoon of vinegar per gallon of water. (we start with warm water for the soak but that's our own variation) Then follow up with a three or four minute soak in either 140 proof vodka or rubbing alcohol just before planting. The skins will fall off the cloves during this soaking process, that's okay. Note: You really don't want to do this soaking process inside the house. It stinks to high heaven!!! Also be sure to process each variety separately or you're not going to know what they are when you're all done." Or if you really want to be safe, buy new seed stock. rakovskii, if your plants are inside a candy jar or terrarium, avoid putting them outside in the sun. you will kill your plants. what you can do for repotting is taking the whole plants along with the soil covering theri roots, then transplant to a different media. this fungus usually happens when the peat doesn't get enough ventilation. spores are located everywhere, and they grow when there's lack of ventilation. anyway, if you don't want to take your plants out, simply open the lid a bit more and grow your plants. I grow one flytrap inside a mini terrarium. i made this small terrarium out of those peanut butter and jelly jars. the plant has been living there for a few months now. even the dead moss turned live and the flytrap has about 10 live traps. with reddish color too. it's really healthy. i seal this jar terrarium with a plastic wrap with a rubber band. i water this flytrap about every month. and it grows in my bright windowsill(not sunny) it's complicated sometimes mastering how to grow carnivorous plants planted inside a rather bigger terrarium ,it takes a lot of knowledge to do so. if you want to keep growing your plants in your candy jar, try obtaining some fungicide such as orthone. you can get these are home depot or lowes. after that, give your plants a rather more brighter/ ventilated atmosphere.

I "believe" I've had success with a two part attack. I heat my plant water to 50C, and make a mixture that is one part hydrogen peroxide and 3 parts water. For really large pots, I would place the pot in a large enough bowl/saucer to hold water, and add water to the bottom to come up 2 inches, then water from the top with more of the 50C hydrogen peroxide water. Supposedly the bubble action of the peroxide is enough to kill off the larvae near the surface, and the heat of the water does too. I would always find dead whitish larvae on the outside of the bottom of the larger pots from the bottom watering. This has to be done continually, with all plants, over a period of a time. My numbers began to decrease, then all disappeared. Now I see a few back again, but I've been making nursery purchases, and keeping in the house because it is too cool to keep outside (coleus, potato vine, begonias etc). I just keep up with warmer water (now at body temp, and a smaller percentage of hydro peroxide, about 1 part to 4). Apparently, herbs and plants that have scented leaves to not appreciate this treatement, but I have not had one houseplant or outside garden plant die from it. I purchase the 3% mix from the local big box store, cheapest I can find if 1 litre/$2. Nearby reputable nursery purchases the 30% stuff (which would apparently eat the skin of your hand in seconds if applied! Yikes!) and apply a week solution to their plants for part of their bug control method. It bubbles as it sinks through the planting medium, and fluffs it up, sometimes too much, so the soil it puffed up like a muffin or cupcake would when done baking in the oven. So once I feel I've got the #'s of gnats under control, I weaken the mixture (1 to 4 or 5 water), then it doesn't foam up so much. I am now addicted to watering this way, especially the succulents in winter, gives them a drink but doesn't leave them wet for long, soil dries out faster. Summer they all get straight water. I also operate some indoor worm bins, and one know that one for certain is a breeding ground for those pests, so I keep it wrapped in a bedsheet that I change with each feeding. I freeze the sheet with the flies trapped in it to kill them, then shake 'em out on the deck or in the tub (winter) and rinse them away and start over. But in the general area of the house, except for the odd couple I've noticed in the past 3 weeks (due to not being able to say no to taking home bedding plants because it's too cold for them to live long in the Canadian Tire greenhouse here!) I think I've got a good handle on them. ~kioni~

Thanks to everyone! Dicot, the photos were very helpful, (and beautiful!) but going by the leaves, mine are narrower and more pointed like a Lance. And Rich, I don't think it's mealybugs because there is NO movement and NO eggs etc. (Whew!) Westelle's suggestion stirred me into scouring every picture I could find of the plant, and in a photo on Rosewoman's (?) site I saw a close up of the stems on several of her Salvias and there I got my MAIN RELIEF: they have that same dusty character. (Notice I say 'DUSTY', now!). Also, the leaf growth pattern (circular) around the base is similar to mine which are not as broad as hers. Now my remaining questions are.... ,you got it! The perrenial PRUNING dilemma. I'm also wondering if I have overwatered them. I recently renewed the bed with lots of compost, relocated the Salvias in the same bed, and added plenty of perlite to increase drainage. Then, I watered like crazy. You guys are beautiful.
