Best way to heat cuttings/seed flats in winter?

Pepper seeds, penta cuttings, and a few other things I like to grow need heat to get started. I try to start cuttings/seeds in late summer so I won't have trouble, but something always happens. I run behind schedule, or I start cuttings/seeds too early and I have to nurse plants along in the pots too long.

Anyhow, what's the best way of starting pepper seedlings and penta cuttings and other things that need heat, short of building a green house? A mini-green house or cold frame type thing? Or a heating pad beneath the seed/cutting trays? Or is there some other way?

I already have a simple lights set up in the garage, so I was thinking of trying the bottom heat, but I wanted to see what you all have to say.
