question about wigged out

Some of you may be familiar with the rather odd daylily WIGGED OUT. As I understand it, it (usually) does not make flowers, but instead the scapes makes clusters of proliferations, so you end up with a green pom-pom looking thing on the scapes.

Does anyone know if these are true proliferations that can be rooted and planted?
