Recommend indoor grow lights...

Well, I recently moved from FL to NC where I am no longer able to keep my plants outdoors all year round. This winter I fixed a pole above a window in the house and hung a few plants from that to stay warm indoors and receive light.

Problem:

Like everyone here... I plan on getting more hoyas this year :) I'm afraid the window has run out of room.

Solution:

I'd like to use one of those 4 tier metal racks from HomeDepot / Lowes as a 'winter' grow rack for my hoyas this coming winter.

Question:

What lights are best suited for hoyas? I know most of them are dappled light / part shade plants, so can they be kept under direct lighting for a normal photoperiod? I'd really like to stay away from the expense of MH and HPS, would fluorescents work? I could probably string a 4' shop light over each shelf but would this be ample?
