Are my Stella D'Oros ready to be dug out?

I'm new to the daylily forum so forgive me if this has been discussed elsewhere.

I planted lots of Stella D'Oros around my house when I first discovered them in 1998. They were so cheerful and easy to take care of. I loved them!

Then about 5 years ago, they started not looking so hot. They look pretty in the spring, but after the first bloom, they start to droop, and get all scraggly. And the leaves turn yellow. They've gotten worse every year.

Here are a couple of photos. Is it some kind of rust or something? Can they be saved?
