What would you suggest I plant?

I'm looking for a herb that's winter hardy (perennial) for Minnesota, zone 4. It will be getting part shade, no wind and brushed up against often (it will be along a path). It should not be invasive, but a few seeds or spreading roots here or there won't be a problem. The soil quality is good, but on the alkaline side (pH 7.5). The plant should not exceed three feet tall, can't vine and can't be prone to falling over into the path. The planting area would be about 4 feet long and 6 inches wide. It will have a garage on one side and the path on the other.

Ideally I'd like something I can cook with and use to spice meats, soups or dips.

Any suggestions?
